We eventually found self draining transom bungs to fit our 1992 Hardy 25. They are:
Force 4 Neoprene Self-Draining Bung Catalogue Code: 890670
We managed to get 2 but they quickly go out of stock, so it may be worth Hardy 25 owners getting a pair to keep as spares. Cost was £29.85 including VAT & delivery
